The short answer
Apply for a first learner permit while the theory certificate is still valid. The usual route is online, with a Public Services Card and a verified MyGovID, or at an NDLS centre. The first-time or renewal fee was €45 on ndls.ie, checked 17 October 2026; drivers aged 70 or over are exempt. You must display L-plates, you must not use motorways, and you must be accompanied. First-time category B holders complete 12 one-hour Essential Driver Training lessons and must hold the first permit for six months before sitting the driving test. You can apply for the test, and join the waiting list, while you are still doing EDT.
Use the certificate while it is valid
The theory certificate is valid for two years from the date of your test. Apply for the learner permit inside that window. After it expires you pay for and sit the theory test again. The format of that test is in the Driver Theory Test explained. Booking and identification are in booking and ID.
Apply for the first learner permit
NDLS and the RSA say you can apply for a first-time learner permit online without an appointment or a centre visit, if you have a Public Services Card and a verified MyGovID. You can also apply at an NDLS centre. You must already have passed the theory test in the category you want.
The published online checklist includes:
- A Public Services Card and a verified MyGovID.
- A theory pass in that category within the previous two years.
- An eyesight or medical report dated within one month, if it applies to you.
- Proof of address dated within the last six months if your current address differs from the one on your Public Services Card.
- Proof that you are normally resident in Ireland if your place of birth and nationality are outside the EU, EEA, Switzerland, the UK or Northern Ireland.
- The application fee.
The first-time or renewal learner permit fee was €45 on the NDLS fees page, checked 17 October 2026. Drivers aged 70 or over pay nothing for a first-time or renewal application. Fees change; confirm the figure on ndls.ie learner permit fees when you apply. How to apply is on My first time learner permit and the RSA first-permit page.
What the permit allows
The RSA says a learner permit allows you to drive on public roads except motorways, that you must display L-plates, and that it is against the law to drive unaccompanied. Penalty points apply. Read the current accompanying-driver and plate rules on rsa.ie before you take the car out.
Essential Driver Training
Since 4 April 2011, new first-time category B learner permit holders must complete Essential Driver Training (EDT) with an approved driving instructor. NDLS describes the course as 12 individual one-hour lessons. You can take the lessons at any point while you hold the permit, and you can practise with an accompanying driver between lessons. The instructor signs each lesson in a logbook. You may have to show that logbook before the driving test.
A reduced EDT programme exists for drivers who already hold a full category B licence from a country that does not have a licence-exchange agreement with Ireland. That is an official exception, not a shortcut for a first Irish learner.
The six-month rule and the driving test
If you hold a first learner permit in category B (and in A, A2, A1, AM or W), you must wait until you have held that permit for six months before you can sit a driving test in that category. The date that matters is when the category was added to the permit, not only when the card was printed. Code 991 is printed on the permit opposite that category.
You can apply for the driving test once you hold a learner permit. First-time holders still need the six months and completed EDT before they sit the test, so applying during EDT is how people join the waiting list without wasting the certificate window.
The six-month rule does not apply to category BE. Holders of a full licence from another country for more than six months in the matching category can apply for an exemption from the wait. Confirm both exceptions on ndls.ie if they apply to you.
Where these figures come from
This page summarises published RSA and NDLS guidance, checked 17 October 2026:
- ndls.ie — My first time learner permit: online application, EDT, the six-month rule.
- ndls.ie — Learner permit fees: the €45 first-time or renewal fee and the age-70 exemption.
- rsa.ie — Apply for your first permit: L-plates, no motorways, accompanied driving, and driving-test eligibility.
If anything on those pages differs from this one, the official page is right. TritonApps is not the RSA or NDLS.
